Try to fix Python wheel management on CI (#874)
We've been getting some errors on Linux which seem like they might be related to a pinned `wheel` dependency. Apparently I originally added this dependency to CI and I have no idea why I wrote down a `==` dependency for it, so let's try not pinning and see what happens.
