* Port `icmp` to ISLE (AArch64)

Ported the existing implementation of `icmp` (and, by extension, the
`lower_icmp` function) to ISLE for AArch64.

This crate contains the core Cranelift code generator. It translates code from an intermediate representation into executable machine code.
