Peter Huene ab80785c05 Bump Cranelift to 0.49.0 and target-lexicon to 0.9.0. (#499 )

This commit bumps Cranelift to 0.49.0 and target-lexicon to 0.9.0 to fix the
failing build to due an updated faerie crate that violated semver with an
updated 0.9.0 target-lexicon dependency.

Fixes #491.

This is the wasmtime-runtime crate, which contains wasm runtime library support, supporting the wasm ABI used by wasmtime-environ, wasmtime-jit, and wasmtime-obj.

This crate does not make a host vs. target distinction; it is meant to be compiled for the target.
