dheaton-arm 75ef00f1fd Implement SwidenLow and SwidenHigh for the interpreter 
Implemented `SwidenLow` and `SwidenHigh` for the Cranelift interpreter,
doubling the width and halving the number of lanes preserving the low
and high halves respectively.

Conversions are performed using signed extension.

This crate provides an interpreter for Cranelift IR. It is still a work in progress, as many instructions are unimplemented and various implementation gaps exist. Use at your own risk.
