Update to cap-std 1.0, io-lifetimes 1.0. (#5330)
The main change here is that io-lifetimes 1.0 switches to use the I/O safety feature in the standard library rather than providing its own copy. This also updates to windows-sys 0.42.0 and rustix 0.36.
