Upgrade to regalloc2 0.4.1. (#4945)

* Upgrade to regalloc2 0.4.1.

Incorporates bytecodealliance/regalloc2#85, which fixes a fuzzbug
related to constraints and liverange splits.

* Add audit of regalloc2 upgrade.
