Test 0.14 (#1417)

* Bump Wasmtime to 0.14.0.

* Update the publish script for the wiggle crate wiggle.

* More fixes.

* Fix lightbeam depenency version.

* cargo update

* Cargo update wasi-tests too.

And add cargo update to the version-bump scripts.
